It shouldn't. Passing AIDS or HIV from one person to another is not as easy as normal, everyday contact. The circumstances of contracting the disease from a carrier involves more intimate contact and transfer of bodily fluids like blood. Professions that are susceptible to catching and spreading the virus usually screen their employees. These industries can implement their own policies when it makes sense but there's no need for a wide-scale AIDS testing rule.
I agree. Even though AIDS and HIV cases have risen, they haven't risen to the level where universal mandatory testing has to be done. Other diseases like STDs are much more prevalent than AIDS/HIV and there is no mandatory testing for them. There just isn't a justification for mandatory testing at this time.
