Most countries are able to meet their defense requirements with purely volunteer forces. Conscription (mandatory service) is only necessary in the US and other developed countries during national emergencies. Nuclear war, civil unrest, and natural disasters on a global scale are examples. Keep in mind most modern military actions can now be accomplished with fewer military personnel. This is due to the development of more advanced technology, such as unmanned drones, earth-orbiting satellites, cyber warfare, and small mechanized combat units.
